FIXED INFRASTRUCTURE DELIVERY MANAGER

Job Summary:

Applicable for all development projects that have a Fixed Infrastructure element. Where development projects have both fixed and floating elements, the Fixed Infrastructure Delivery Manager shall have the delegated responsibility for successfully delivering functional support to the development project across both the fixed and floating elements of the development project.

Responsibility to deliver, lead and manage the Fixed Infrastructure elements of development projects within Premier Oil's Indonesian Business Unit. This responsibility and accountability specifically includes for delivery of inputs from contributory functions and disciplines from project select gate to commencement of the production phase, ensuring that Fixed Infrastructure elements of development projects are delivered in a safe, quality and environmentally conscious manner in line with budget and schedule commitments and other agreed project KPIs per phase of each project, all whilst ensuring maximum value is obtained for key stakeholders.

Requirement;

  • Bachelor's Degree in Engineering or Project Management.
  • Preferably with a MSc in Engineering or Business Administration.
  • PMT Certified or seeking certification.
  • Indonesian Nationality.
  • Direct Contract Status.

Experience/Skills;

  • 20 or more Years' experience in the Development of Offshore Fixed Infrastructure Facilities.
  • Minimum 10 years' PSC Experience in a Managerial Role in Project Development.
  • Previous experience delivering EPCI Contracts is a mandated requirement.
  • Strong collaborative experience and established relationships with SKKMigas at Teknologi dan Pengembangan Lapangan, Perencanaan Exploitasi, Program Kerja and Manajement Proyek division level.

Knowledge

  • Upstream Oil and Gas Operations, both Pre-Production and Production Stages.
  • SKKMigas Rules and Regulations inclusive of a working knowledge of PTK007 Rev 4.
  • Exploration, Subsurface, Drilling and Production functions and their relationship with projects.
  • Development phases from conceptual engineering through construction, installation and commissioning.
  • Familiar with network planning structures and techniques, including proficiency with Microsoft Project.
  • Proficiency in utilisation of Primavera Project Planner (P6) is an advantage.
  • Proficient with the use of Standard Office Software such as Visio, Excel, Word and PowerPoint.
  • Experience with Microsoft Access, Primavera Risk Analysis and Que$tor tools is an advantage.

 

EXPORT PIPELINE Sr. PROJECT ENGINEER

Job Summary:

The role shall be responsible for delivery of the in block flowline infrastructure and the export pipeline from the Tuna asset to the tie in point, including delivery of export pipeline related project commercial and technical interfaces with the gas buyer and contracting community. A role requiring commercial, legal and technical acumen demonstrable and verifiable competence, a multilingual capacity and frequent and extended overseas visits.

Minimum Requirement

  • Bachelor's Degree in Pipeline, Mechanical or Chemical Engineering.

Experience/Skills

  • Min. 15 years working experience in a Senior Pipeline Project role, which must be within the Oil and Gas Offshore sector, must have demonstrable offshore installation and testing experience in both client and contractor environments.
  • Demonstrable and verifiable HSES Leader skill set.
  • In-depth knowledge of pipeline and flowline engineering best practices, procedures, regulations and code and standards.
  • Involvement within or responsible for delivery of multinational, cross border pipeline projects a distinct advantage.

Knowledge

  • Knowledgeable in Technical and Operational Safety best practices, procedure, and standards for Offshore Oil and Gas Projects
  • Knowledgeable in contracting, commercial, legal, and other non-technical aspects of pipeline projects.
  • MS Office proficiency is a must including Visio and Project, proficiency in the full suite of pipeline and flowline engineering tools and software also required.
  • Must be fluent in English and Bahasa Indonesia (written and spoken).
  • Working knowledge of Vietnamese is a distinct advantage.

 

PROJECT SERVICE MANAGER

Job Summary:

The responsibility of this role is to lead, manage and deliver project services support to the Fixed Infrastructure, Floating Infrastructure, Development Drilling and Export Pipeline elements of the Tuna Development Project. The role shall ensure that the project service support function and the individuals within the team set up, plan, monitor, control, execute and close out all project contracts. The role shall also be responsible for delivery of WP&B, budget amendments, AFEs, WBS, cost control, procurement of company supplied material, schedules, integration planning, estimating, stakeholder interface management, and project document management, all to ensure that the Tuna Development Project delivers optimally and reliably. This role has an extensive remit, with the intent that it evolves into a senior role in the production phase.

Requirement

  • BSc or BEng in Engineering or Business Administration.
  • Preferably with an MSc in Engineering, Business Administration or Project Management.
  • Preferably PMP Certified, but must be as a minimum seeking certification.

Experience/Skills

  • Min. 15 years of experience in Project Management Services in the Offshore Oil and Gas industry, with 5 years in a Managerial Role for Offshore Infrastructure Project.
  • Experience in building up a Project Services Group in the Oil & Gas industry
  • Experience in consistent cost & planning estimating methodologies and deal appropriately with detail.
  • Ability to assess engineering risk (through deterministic or probabilistic risk analysis) in cost estimates.
  • Experience in providing possible mitigation activities to reduce key risks and assess cost effectiveness of these.
  • Familiar with network planning structures and techniques, with knowledge of Primavera Project. Planner (P6) and Microsoft Project.

Knowledge

  • Knowledgeable in Project Risk Management and Process.
  • Proficient with the use of Standard Office Software such as Excel, MS Word and PowerPoint.
  • Proficient with Microsoft Access, and Primavera Risk Analysis tools is an advantage.
  • Must be fluent in English and Bahasa Indonesia (written and spoken).
  • Working knowledge of Vietnamese is a distinct advantage.

 

Project Service& Contract Team Leader

Job Summary:

Responsible for coordinating contracts and other project services in the delivery

  • Formulate optimized contracting and procurement proposals and addressing the business and QHSES considerations, including market capacity and capability, local content opportunities, risk exposure and the overall project schedule
  • Coordinate all end-to-end contract & procurement related activities for all stakeholders to ensure contracts and materials availability and readiness
  • Ensure all the required contract documents (e.g., Scope of Work, draft tender documents, budgetary proposals, etc.) are available in a timely manner and aligned with Company requirements and government regulations.
  • Structure contracts and agreements with the objective of minimizing claims and disputes
  • Carryout effective due diligence to ensure selection of high-quality contractors (e.g., robust bid evaluation criteria, market intelligence, etc.)
  • Develop and execute robust contract management plans to support stakeholders in the post award management of a contract.
  • Support in all kinds of contractual commitments for effective post award contract management
  • Provide periodic contractor performance monitoring, evaluation/report, and recommendation to ensure high quality contractor performance.
  • Ensure that Change management process is managed effectively, by timely addressing variations and claims
  • Prepare and rollout procurement & contract guidelines
  • Provide project services support related to PLANC (permits, licences, authorisations, notifications, and consents)
  • Ensure project services activities are aligned with Company standards and requirements.
  • Develop project services & contract report for Tuna asset management in a timely manner.

Requirement

  • Bachelor's degree in Engineering, Business Administration, or other related fields.
  • Min. 15 years working experience in project management services within offshore oil and gas industry, with 5 years in a leadership role for offshore infrastructure project.
  • Strong project management skills (communication, risk management, organization, tracking & monitoring, etc.)
  • In-depth knowledge of project management, especially in contract management in oil and gas industry.
  • In-depth knowledge of contract and procurement best practices, standards, and regulations.
  • Sound technical appreciation of procurement expediting method in oil and gas industry
  • Proficient in Ms. Office and other project management tools/software (e.g., PLANC Manager, etc.)
  • Fluent English (written and oral)

 

Fixed Infrastructure Team Leader

Job Summary:

Responsible for ensuring all engineering, inspections, testing, and construction activities for fixed Infrastructure are delivered in compliance to company standards and approved systems and ensure its safe and optimum project delivery as well as reliable operation.

  • Ensure all engineering deliverables are in compliance with project requirements, relevant codes, and standards.
  • Ensure alignment of all engineering discipline deliverables by establishing detailed coordination between teams.
  • Approve Quality Management System (QMS) for fixed infrastructure scope as proposed and ensure its implementation.
  • Monitor the progress and effectiveness of the project quality management system and recommend improvements when required.
  • Ensure all quality related activities on the project are carried out in a timely manner and in compliance with company standards
  • Ensure all fixed infrastructure construction related objectives are delivered.
  • Ensure field personnel work schedules are well coordinated to maximize utilization and ensure work is delivered within project timeline and budget.
  • Develop report for management in a timely manner.
  • Ensure construction, pre-commissioning, and start-up activities for all fixed infrastructure delivery activities are delivered safely as per company requirement.

Requirement

  • Bachelor's degree in Engineering
  • Min. 15 years working experience for offshore oil and gas industry, with 5 years' experience in leadership role for offshore fixed infrastructure project.
  • In-depth knowledge of fixed infrastructure delivery management
  • Good knowledge in engineering management, especially for offshore asset
  • Good knowledge of construction management for offshore fixed infrastructure projects.
  • Good knowledge of Quality Management system, especially for offshore fixed infrastructure projects.
