JOB TITLE: Contracts Engineer

Location : Balikpapan

DIRECT SUPERVISOR: Mike Priestley

REASON FOR REQUEST:REPLACEMENTPERSONNEL–required due to the increase in contracts management and administration activityon the project to support the delivery of the projectensuring that the Owner’s contractual records are intact.Previously the roles within change management were assigned to the newly formed contracts department and this wasnot aligned with the requirements of the project. As such, we are proposing to replace the current change management roles with more astute commercial and contractually focused personnel.

DUTIES AND RESPONSIBILITIES:

Assigned to PMC Contracts Department reporting to PMC Lead Contracts Engineer supporting the implementation of the Contract and Management strategy during post-award project execution and project close-out phases. Works cross-functionally toensurecontract compliance and administration integrity for the benefit of the client.

This position shall be required on site for the duration of the project including claims settlement and close out phases.

Responsibilities

  • Work within the assigned contracts team to aid the management and administration of the contracting strategy for the EPC prime contractincluding knowledge and understanding of contractor’smajor subcontracts and their performance on the project.
  • Support the day to day management of all non-technical project activities such that the project delivery team is consistently provided with accurate, timely and relevant informationfor appropriate decision making.
  • Support the Lead Contracts Engineerto effectively manage the contract and commercial strategy for prime contract administration
  • Ad-hoc support to the Claims team as required to coordinate appropriate administration in order to mitigate the impact of claims, change orders and delays.
  • Support the development and implement change management processes and procedures to facilitateidentification of commercial exposures and potential changes.
  • Draft required notifications, lettersand any additional contract documents.
  • Support positioning ofthe companyfor all contracts and commercially related aspectsof the project;coordinate with Lead Contracts Engineer and claims team to support and manage the identification, evaluationand negotiation claimsand counter claimsthrough thorough understanding and administration of the contract.
  • Support the Lead Contracts Engineer to monitor project contractual/commercial/financial performance and risks/opportunities.
  • Support the Lead Contracts Engineer to conduct periodic reviews to ensure contractorsareworking within established contractual commercialterms.
  • Assist with the development of commercial/contract orientation for project personnel.
  • Provide input to Lead Contracts Engineer for appropriate tools and learning resources, and Commercial Management policies and proceduresfor continued improvement.
  • Contribute to identification and collation of specific projects lessons learned and best practices and feed back to Lead Contracts Engineer.
  • Participate in the appropriate project meetings with OwnerandContractor’s as required.

QUALIFICATIONS -SKILLS REQUIREMENTS –EXPERIENCE LEVEL (ADDITIONAL NOTES):

  • Aqualification in Business, Engineering, Law,Finance, Management, or Quantity Surveying (or equivalent),required.
  • Minimum 9 years relevant experience working with contractors, subcontractors and/orowners on Hydrocarbon EPC Lump Sum projects.
  • Prior hands-on experience in the areas of; commercial, contract administrationand/orsubcontracts is required.
  • Experience of the entire project lifecycle is essential in acquiring the knowledge necessary for effective commercial and contract management. Field/project assignments for EPC/PMC projects is required.
  • Good written and verbal communication skills.
  • Team player with the ability to work unsupervised andprioritise and execute commercial/contractmanagement activities to achieve deadlines.
